My neighbors had a keypad like that in their van back in the ’80s. It was for a “super horn” type novelty horn. It would play pre-programmed songs like “la cucaracha” and “Dixie”, or the numbered keys were assigned to notes and you could compose and save your own melodies.
This one has piqued my curiosity. Really curious what others have to say. The letters on the bottom are all musical chords, but that doesn’t seem to fit the context…unless maybe it changes the tone of your carhorn??? I’m completely guessing. I can’t wait to hear what others have to say.
Found a very similar one that is probably a slightly newer model. It is definitely a musical car horn, check out the control panel in the linked auction and closeup image below, it’s almost identical:

Yup, novelty horn control. You could play custom songs with the keys like a piano, or you could play one of the preset songs. I haven’t seen one in years!
