I tried testing the propane heat in 30 degrees before heading south and it wouldn't ignite. Turns out most chain stores label tanks as propane, but they're butane, which doesn't light as easily in the cold and isn't as good for heating as propane. Blue Rhino for example is 95% butane. Has anyone dealt with this?

Do you have a link to the SDS you pulled this screenshot from?
The SDS that I came across for Blue Rhino (Ferrellgas) has propane as the main ingredient

When you show the ingredients from a SDS for a butane fuel canister of course it will show butane as the primary ingredient…smh

I was in the propane industry for 30 years, I don’t believe that providing butane in place of propane was done deliberately… Years ago.in the beginning of summer we were offered a 50-50 load of Iso Butane and propane, although cheaper its a gamble as butane will not vaporize below approx 34f… Chances are that bottle was a result of a contaminated load
There is a real issue with knowingly dispensing butane in place of propane..

You also need to be very careful when filling your fresh water tank from some parks as you could get a complete fill of DHMO! Dihydrogen Monoxide is known to be very dangerous and even deadly if mistakenly inhaled.

Uhaul’s seems to be at least mostly propane: SDS.
