Sorry if the question sounds dumb but this wall is like rotting
I’ve never dealt with mold* how would I properly take care of this?
Get it out of there, read up on how to dispose. Mold spores can be spread all over.
Yes it is mold.
Step #1 is to figure out how water is getting in and stop it. Then treat and fix the damage. If you don’t fix the source of water intrusion first, then it will just happen again.
It actually looks more like mildew when I Zoom in.

I would clean it up with bleach-based product like Tilex, replace any damaged boards and keep a dehumidifier at 40-50% humidity.
