To my knowledge I need to get the base of the hitch flush to the puck but these bolts sticking out the bottom will not budge a bit. Anyone else have this issue? Suggestions?

Are they not lined up so as to drop into the puck system?

cut it off with a grinder and carbide disc, make sure to wear PPE

Looks like the only thing it’s contacting is the plastic bezel around the puck.Ate you able to turn the handles for the puck engagement?

Add washer on top or get shorter bolt. Looks like grade 8 from here.
