My guess would be some sort of drain.

I would have guessed fridge drain but you said nothing behind it.

Could something have been in that spot? Maybe they ran a dehumidifier.

Might could be some kind of handcrafted urinal discharge port.

If it isn’t connected to anything- then I know exactly what it is. Removable. Patch and seal the hole

Glory hole? lol likely some sort of condensation drain I’d guess. Hard to tell from the pic. Is there any utilities near by?

If it’s not for a dehumidifier it might be for a dryer exhaust vent.
